Method
 

  1. Brown ground beef in a skillet.
  2. Sauté onions, carrots, and peas until tender.
  3. Add broth, tomato paste, thyme, and rosemary.
  4. Simmer to meld flavors and reduce liquid.
  5. Boil potatoes until fork-tender.
  6. Mash potatoes until smooth.
  7. Mix in butter, cream, salt, pepper, and nutmeg.
  8. Grease a 9x13 inch baking dish.
  9. Pour meat filling into the dish.
  10. Spread mashed potatoes over the meat.
  11. Create decorative patterns on the potatoes.
  12. Preheat oven to 375°F (190°C).
  13. Bake until golden and bubbly.
  14. Let rest for 10-15 minutes before serving.

Notes

For an extra layer of flavor, consider adding a sprinkle of shredded cheddar cheese on top of the mashed potatoes before baking.
